What you need:
Tube of choice, I am using artwork by Barbara Jensen and you can purchase her work here
Scrapkit of choice, I am using "Paddy's Gold" by Heartbeatz Creations and you can purchase her kit here

Animation Shop
Let's Begin!
1. Open a transparent image 600x600 pixels
Open all of your supplies
2. C/P the bracket frame and rotate it 90 degrees to the left
Add drop shadow
Using your selection tool trace along the opening of the frame
Create a new raster layer in your layer menu
C/P the paper of choice inside the selection
3. C/P the tube of choice as a new layer over the paper layer
Duplicate the tube layer
Trim the ares needed on both tubes so that only the top of the
the tube hangs over the frame
4. C/P the rainbow as a new layer behind the paper layer
Duplicate and flip
Add any other elements of choice
Add drop shadows
Add copyright info and name if you do not know how to add a name to an animated tag
Merge all layers visible
Create a new raster layer and drag it behind the tag layer
5. Go to your pre-shapes in vectors
Choose the eclipse
Postition it so that it fits around the rainbow tightly
Create a new raster layer
drag it below the vector layer
Choose your font, I used 2Peas Task List
Type the words of choice until it fits nicely around the entire tube
6. Go to your plug in and use the following settings:
Star Size: 2.00
Size Variation: 72
Edge Star Density: 14
Overall Star Density: 0
Overdrive: 100
Twinkle Amount: 100
7. Once you have it set hit ok, save as frame 1
Hit the undo button and repeat, WITHOUT CHANGING THE SETTINGS
Simply hit "Random Speed"
Do this until you have 3 frames
8. Open your frames into animation shop using the animation wizard
If you plan on having a transparent image, make sure the settings are
set to transparent
9. Play your animation
If you are satisfied save and you are done!
